publication of the report took place under the leadership of Raquel Lagunas, Director of the Gender Team (UNDP), Dr. Müge Finkel (GIRL), Dr. Melanie M. Hughes (GIRL), with the support of Sarah Lister, Head of Governance.

The report was co-authored by Dr. Müge Finkel (GIRL), Dr. Melanie M. Hughes (GIRL) and Joanna Hill (UNDP).

The report was prepared as part of the second phase of the United Nations Development Programme’s (UNDP) global initiative on Gender Equality in Public Administration (GEPA). It is a joint effort of the Gender Team and Democratic Governance Group at UNDP and the Gender Inequality Research Lab (GIRL) at the University of Pittsburgh.

Research contributions and extensive review were provided by Alexandra Wilde from UNDP. Research coordination and contributions were provided by Brianna Howell, I Younan An, Natalia Duarte Mayorga and Ihrar Muhammadi from Gender Inequality Research Lab (University of Pittsburgh) (GIRL). Formative feedback and inputs were provided by Aparna Basnyat, Marie Laberge and Mariana Neves from the UNDP Oslo Governance Centre. The report presents findings from a six-year collaborative effort between the UNDP and the University of Pittsburgh that enabled the creation of the Gender Parity in Civil Service (Gen-PaCS) database, regional reports, academic research, and desk reviews. Substantive comments and inputs were received from UNDP colleagues in regional bureaus and country offices. The Report also benefited from the valuable insights, advice, and support from representatives of national and subnational governments, academia, members of non-governmental organizations, and women’s networks and caucuses contacted for GEPA case studies and this report.
