Attracting foreign direct investment (FDI) is a critical component of many countries’ economicdevelopment strategies that seek to promote targeted economic growth. Governments at thenational, regional, and local levels look to FDI to generate new jobs, increase local capacity andknowledge, and add value to domestic economies. To create awareness of existing investmentopportunities, governments develop FDI attraction strategies, allocate public resources to enactthem, and establish investment promotion agencies (IPAs) to implement these strategies. Thactivity of IPAs is now an essential component of both national and local government strategiesto attract investment in the domestic business ecosystem. A primary role of IPAs is to engage inactivities and initiatives that enhance and emphasize countries’ competitive advantages in orderto attract FDI. Investors have a wide range of countries and locations to choose from, so IPAsmust differentiate their value proposition in an increasingly competitive field.
