As demands for the improvement of student achievement and more complex competencies have increased, policy makers have begun to think more systematically about how to reinforce the teacher variable by attracting, developing, and retaining effective teachers (OECD 2005). These elements are all important parts of the process; a holistic approach is needed to keep a strong and qualified teaching workforce. To have an excellent group of teachers, it is necessary to attract talented people to the teaching profession through qualification management and proper remuneration. Effective education programs will also help teachers continuously develop themselves and their capabilities. Finally, the culture and incentive system must be adjusted so that excellent teachers can be recognized and can teach with pride.
