With the relentless innovations and exponential expansion of digital technologies, we are witnessing an awe-inspiring transformation of economies and societies. Digital services, products, and solutions are making us more efficient, enabling us to engage across barriers of language and space, expanding our access to knowledge, generating insights through data analytics, and augmenting our human capabilities. No wonder digitalization is reshaping social interactions, political processes, business practices, business models, markets, workplaces, leisure, and even visions of the future. It is natural that these digital disruptions are creating challenges as well. At the Asian Development Bank (ADB), we are familiar with both the benefits and risks of development interventions, including their unintended consequences. In our operations, we carefully consider different scenarios and apply safeguards policies and risk management procedures to ensure that we are making optimal choices relative to all possible options and outcomes.When it comes to digital solutions, the choices are less obvious, and the associated digital risks tend to be less widely known. Emerging technologies are particularly challenging to assess for potential risks. Novel solutions are often marketed with great emphasis on benefits, while the known and unknown negatives are downplayed, making it difficult to tell hype from reality.
