In 2015, Chinese President Xi unveiled a new initiative known as the Global Energy Interconnection (GEI). In a world focused on energy transition and resilience, the idea of the GEI plays to the crowd. The initiative is energy- and market design–agnostic in practice and is intended to directly connect remote renewable producers with high-consumption centers through ultra-high￾voltage transmission lines spanning continents and smart grid technologies. As such, it promises to address the growing demand for electricity while supporting the transition to net zero.Although several substantial financial, technical, and political barriers stand in the way of the GEI’s adoption, China’s policymakers and industry stakeholders are making moves to play a leading role in the development and governance of the GEI, should it be adopted. In our study, we investigated the global security implications stemming from the possible adoption and implementation of China’s important but poorly understood initiative— the GEI—and other super grids.Using open-source information, futures methods, and expert discussions, we found that the GEI is reminiscent of China’s similar initiatives in such sectors as telecommunications, port infrastructure, and rail and, as such, could bear global security implications, such as the following:
