Since 1989, flat tax (FT) reforms have been attempted in Europe and the EU only by ex-communist countries, if one excludes a brief FT episode in Iceland from 2007 to 2010. In some of them such taxes were levied as a unified rate on personal and corporate income (but, as a rule, this did not embrace all taxes on labour, in particular social security contributions – SSC).
