Michael Williamson of the Energy Division was the author of chapter 1. Chapter 2 drew largely upon the joint ESCAP-ILO publication The Protection We Want: Social Outlook for Asia and the Pacific (2021). Srinivas Tata, Patrik Andersson, Sayuri Cocco Okada of the Social Development Division authored the chapter, which was peer reviewed by Michael Cichon.

Chapter 3 was authored by Hamza Malik, Shuvojit Banerjee, Daniel Jeong-Dae Lee and Zheng Jian of the Macroeconomic Policy and Financing for Development Division.
