Shuangquan Liu is a senior engineer at the Yunnan Electric PowerDispatch and Control Center in the Yunnan Power Grid Co., Ltd. Hisresearch focuses on power sector restructuring and electricity markets.He holds a Ph.D. in hydropower engineering from Huazhong Universityof Science and Technology and was previously a visiting scholar at theHarvard Kennedy School’s Belfer Center for Science and InternationalAffairs.

Michael R. Davidson is an assistant professor in the School of GlobalPolicy and Strategy and the Department of Mechanical and AerospaceEngineering at the University of California San Diego. His research andteaching center on the engineering implications and institutional conflictsinherent in deploying low-carbon energy at scale, with a particular focuson China, India, and the U.S. He holds a Ph.D. in engineering systems fromMIT and was previously a research fellow and associate at the HarvardKennedy School’s Belfer Center for Science and International Affairs.
