Unfortunately, it is impossible to cover all existing road pricing schemes worldwide in one book; but the schemes and topics addressed are chosen to be representative of leading-edge activity in road pricing, with wider lessons and implications than the particular schemes described. And the emphasis is on electronic systems, not cash or paper-based schemes (vignettes1) [1], often described as multi-lane free-flow – there are no toll barriers, and no need for vehicles to stop in order to pay; stopping is undesirable since it results in congestion, pollution and accidents.
